Sandals with an outer sole of rubber: correct indications for their classification

A few months after the adoption of a Regulation indicating the proper classification of certain types of sandals (in particular, sandals witha plastic outsole, see our article), the EU Commission, with the Regulation (EU) N° 33/2010 of 12 January 2010 come back on this issue, introducing a new amendment to the Annex I to the EEC Regulation n. 2658/87 (on the tariff and statistical nomenclature and the Common Customs Tariff), to clarify the scope of the Additional note 1 to Chapter 64 of the Combined Nomenclature (CN).

New coordinates for the request of surveillance documents and import licences


With notice Prot. 20100001459 of 12 January 2010, the Italian Ministry for Economic Development, Dept. for Enterprise and Internationalization – General Directorate for the Commercial Policy, determines the exact office to which applications for surveillance documents and import licences must be lodged.

U.S. customs start the "enforcement phase" of the "10+2" rule

On 24 December 2009, the US customs (U.S. Customs and Border Protection or “CBP”) approved a series of amendments to the Interim Final Rule "Importer Security Filing and Additional Carrier Requirements”. Such rule, published in the 25 November 2008 edition of the Federal Register, sets up the criteria for the transmission of the new pre-arrival information known as “Importer Security Filing (ISF)”, introduced as of 26 January 2009 in the USA, nicknamed "10 +2" rule (due to the 10 data elements to be sumbitted to customs, 10 of them relevant to the importer - or his customs agent - and 2 relevant to the carrier). Cosmetic products: harmonized the legislation at Community level

Regulation (EC) N° 1223/2009 of 30 November 2009 of the European Parliament and the Council re-organizes in a systematic way all the provisions concerning cosmetic products previously contained in the Directive 76/768/EEC of 27 July 1976 of the Council, now repealed. Such Directive, after its adoption, was amended more than fifty times, and has been subject to a long series of decisions of the EU Court of Giustice (because of its particular complexity).

EMCS: all you may need is on the TAXUD website

On the website of the TAXUD General Directorate of the EU COmmissione a new section contains all the indication concerning the EMCS (Excise Movement and Control System), computerised system established by the Decision 1152/2003/EC, for the monitoring of the movements of excise goods under suspension of excise duty within the EU.
