Towards a new standard for controlling the weight of container at ports?

Containers used for the international transport of goods bear an indication with the maximum weight that they can carry when they are in perfect conditions. If such limit is exceeded during stuffing operations or simply the weeght of goods is not properly distributed in the container, the latter can compromise the integrity of goods contained therein, or can became dangerous both to the transport and to the life of those who manipulate goods along all the supply chain. The International association of Ports and Harbours (IAPH) jointly with the World Shipping Council (WSC) and the International Chamber of Shipping (ICS), are urging the International Maritime Organization (IMO) to amend the Safety of Life at Sea Convention (SOLAS) to incorporate a condition for verifying weights of loaded containers.

Technical guide to the WCO Data Model

A technical guide from the World Customs Organisation, depicts the characteristics of the WCO Data Model, a data format (last version: 3.0), based on the UNTDED (United Nations Trade Data Elements Directory), Edition 2005, for the categorisation of messages concerning trade operations. The document illustrates the scope of the Model, its relations with the other international tools, as the Revised Convention of Kyoto, and its alignment with widely used international standards.

Certification and verification of the preferential origin, a global analysis

A new study of the World Customs Organization analyses the main practices concerning the management of the preferential origin rules, as well as the certification and verification procedures of the relevant proofs implemented by different Countries worldwide. The study reiterates that the high number of Free Trade Agreements leads to a complication of the international trade system, due to the proliferation of such restrictive and onerous rules, taht contribute to raise the transaction costs for business, as recently pointed out by the World Trade Organisation in the World Trade Report (2011).

Combined Nomenclature update: latest HS system revision embedded

With the Regulation (EU) N° 1006/2011 of 27 September 2011, the European Commission adopts the annual update of the Combined Nomenclature (CN), in order to align its text to the latest changes in requirements relating to statistics and to commercial policy, recent regulations enacted in order to fulfil international commitments and the latest technological and commercial developments. The new regulation also transposes in the CN the latest changes in the Harmonised System nomenclature adopted on 2010 by the World Customs Organization (see our article) and that will be effective from 1th January 2012.

New tariff classification in the US for footwear with textile outer soles

A proclamation of the United States President of 31 October 2011 announces a change in the tariff classification in the USA for imported footwear with soles of rubber or plastic to which a layer of textile material has been added, The Annex I of the proclamation, which describes the new classification criteria, has however not yet published. The proclamation, that enters into force 20 days after its publication in the Federal Register, will amend in particular the Chapter 1205 of the Harmonized Tariff Schedule (HTS) of the United States. What we know so far is that the US customs will adopt a precise standard based on strength and/or durability of the soles, which will be decisive for the inclusion of the footwear in the new classification criteria.
