During its 14th session held on 11 October 2022, the Council of Ministers of the Djibouti government examined a series of bills of imminent adoption, including a draft decree on the establishment of the Djibouti Port Community System (DPCS) platform, i.e. a single portal where traders will have to mandatorily complete all formalities relating to import, export and transit operations channeled through the ports of the nation.
The news, given by the Djibouti Press Agency, specifies that the DPCS Platform will allow traders to input all data and information relating to cross-border operations by using a single point of data entry so making the execution of their formalities smother. This single submission platform is expected to reduce transit time and improve the security and efficiency of cargo traffic management for all port users.
A MSW (Maritime Single Window) is a specialized form of Single Window (SW) aimed at digitize and simplify maritime and port administrative procedures before a ship enters or leaves a port, by allowing traders to concentrate the execution of all the relevant formalities through a single platform. It represents therefore an evolution of the concept of Port Community System, which is an electronic platform enabling exchange of information between the various communities of both public and private agents operating within a seaport, dry port, railway terminal or airport in order to improve their coordination and optimize logistics operations within such facilities.
